This is a rage feature. Meaning unlock all can ban you and should only be used if you do not care about bans.
We would like to inform the community that Activision has recently implemented new server-side checks designed to improve the overall integrity and fairness of the game. As part of these changes, any camos and cosmetics previously unlocked through third-party unlock tools are now actively being removed from player accounts.
We want to emphasize that using Unlock All or Force Save tools has always been a high-risk activity. In order to use these tools, they must remain injected at all times, which still results in players having to frequently reset their weapons and operators. More importantly, these tools carry an increased risk of account bans, and we strongly recommend that you never use them on any accounts that you value.
